The Agenda of Stigmatization is alive and well in Budget 2015

One of the main themes I have addressed over previous blog posts in regards to the 2014 Budget is the “Agenda of Stigmatization” by the Liberal National Coalition Government. The Agenda of Stigmatization is alive and kicking in Budget 2015. The targets? Women, single parents and working mothers.

The stigmatization narrative of the Liberal National Government’s Budget 2015 is like a passive aggressive snarl, rather than the brazen punch to the face we received in 2014.

Rorters and Double Dippers

On The Insiders, ABC (17/05/2015) Barry Cassidy interviewed Joe Hockey on a variety of budget related matters. The first area that piqued my interest was the matter of Paid Parental Leave. This policy assists parents, predominantly young women to care for their new born babies for a period prior to returning to work. This was hailed as a major initiative of the Coalition Government. One where they built on Labor’s Paid Parental Leave Policy and had ‘achieved better and greater than Labor ever could, where it comes to women.’ In fact the coalition stated that:

The Coalition’s paid parental leave scheme will result in a woman earning the average full-time salary of around $65,000 receiving $32,500 – and they will be around $21,300 better off under the Coalition’s scheme relative to Labor’s scheme.

Tony Abbott also famously stated on 3AW in September, 2013, that

“I don’t think women suffer legal discrimination and I don’t think anyone these days sets out to do the wrong thing but it is very difficult for women to combine work and family if they don’t have a fair dinkum paid parental leave scheme and that’s going to change very soon under the Coalition.”

So now they don’t have a “fair dinkum paid parental leave scheme” – what has the Coalition got to offer women?

Now the Coalition has back-flipped on this policy; stating the reason for the back-flip was that they have listened to the community. Yes, the community needs reliable, affordable childcare, but not at the detriment of already hard fought for entitlements at work.

The negative narrative of parents, primarily women, being ‘rorters and double dippers’ is meant to stigmatise this group so the public believe that working mothers are getting more than their fair share. The Coalition would like the voting taxpayer to believe that mothers are essentially stealing the nation’s taxes.

The narrative here is set to stigmatise, so if they are returned to Government, there will be little outcry from the public, when they reduce or abolish Labor’s Paid Parental Scheme altogether.

Single Parents

Single parents, particularly single mothers are another favourite target group for the Liberal National Government’s agenda of stigmatisation. We have already had in Budget 2014 attacks on FTB reducing family income for up to $6,000 per year and a the abolishment of FTB once a child has turned six. In addition, return to work and education supplements, which have been vital in the past to transition single parents into work will also cease. These changes still need to be passed in the Senate and are now linked as savings, which will fund Childcare, in addition to savings found from those on Newstart under 25 having no income for one month.

When the Prime Minister and Minister for Women was challenged in Question Time about these cuts by Deputy Leader of the Opposition, Tanya Plibersek, the Prime Minister accused Labor of supporting welfare as “pseudo-generosity. This is a prime example of the Coalition’s narrative that they see welfare as a ‘generosity’ to be given or taken away rather than an essential need.

Now we have the “Have A Go” Budget of 2015, where the Coalition ‘Has a Go’ at Single Parents by comparing apples and oranges to convince the public that Single Parents are not only having their cake and eating it too, but eating hard-working people’s cakes as well. The message here is that single parents are greedy bludgers, who get more in hand-outs than a hard working voting taxpayer.

The following table was discussed on The Insiders, ABC Sunday 17 May, 2015. Barry Cassidy queried Joe Hockey as to why it was necessary to compare the two. Hockey’s response was that he thinks it is important to advise tax payers where their money is going. (It is also interesting that the pictures on this graph pegs a single mother with two children against a hard-working single man.)

As you can see the “Age of Entitlement’ Graph demonstrates that a hard-working person working five days per week, is actually worse off than a sole parent with two kids. This is a dynamic display of the ‘Lifters and Leaners” narrative we were accustomed to in 2014 although the actual words are not used in Budget 2015. The subliminal messaging is what is used to be effective here.

However, the graph does not take into account the cost of raising children, which I have added below:

As this table now shows, regardless of what the Coalition want you to believe, when you take into account the cost of raising children; a sole parent working part-time is not better off than a hard-working individual working five days per week on $80,000 per year.

As Barry Cassidy put to Joe Hockey “But you may be creating resentment though for no purpose” Of course, Joe Hockey disagreed and responded with “Why anyone would resent helping a single parent?”

After the last 18 months of stigmatizing those on welfare, including single parents; along with the Kevin Andrews’ mantra that married couples are more valued in society; this really speaks volumes of how out of touch Joe Hockey and the Coalition are. Maybe the Treasurer should follow commentary on social media and main stream media to understand what many people think of those on welfare.

Joe Hockey knows and the coalition knows that their negative narrative about those on welfare for the past 18 months has already increased resentment. Taking an under-handed swipe at single parents, whilst butter wouldn’t melt in his mouth, is beyond reproach.

The narrative here is set to stigmatise, so if they are returned to Government, there will be little outcry from the public, when they make more harsh cuts to welfare and single parents in conjunction with a more Liberal friendly Senate.

The 2015 Budget has given little to no hope for those already doing it tough on welfare. The Budget failed to deliver a vision for our future and has painted an even bleaker future for women. It is essential that the vision we have for the future is to say “NO” to a Coalition Government at the next election and always, always, put Liberal & National last.

Let’s talk about privilege and single parents

The Social Discourse and Welfare

Whilst doing my research for my most recent blog post, I analysed a range of opinions throughout social media on the topic of contraception and welfare. Naturally, these threads across various pages gathered the opinions of those not on welfare and those who are. Comments on social media give one an insight into the thoughts of a wide and varied demographic. Often thoughts on social media are contained to a particular thread on a particular topic; so it is always interesting to view the differences of opinion from many on that particular subject. This is particularly evident when it is a newspaper forum, or another general page which attracts a diverse range of people. People will group together on opinion and often there are long debates from those for or against a particular opinion. I love reading the opinions of people on social media, as narrative or discourse, gives us a glimpse of the social psyche.

Social discourse is a key element to social change. Many of the comments from people, as per my last blog post, painted those on welfare in a very negative light. In fact, the ones highlighted were of the very strong view that those on welfare “should not breed”. The Liberal National Coalition (LNP) Government has a very strong discourse on punitive measures aimed to punish people on welfare and sets this standard, through their unfair cuts to welfare and treatment of jobseekers.

Newspapers and media also seem to slant their stories to the negative. There were many comments highlighting that Sunrise had posted the ‘welfare and contraception’ story three different times on their Facebook page. In my local regional newspaper today, there is an prominent article with the headline “Hard-working Australian culture fading away” which has a 20 year old mechanic front and centre telling people to “not cry poor and go out a get a job” and “I don’t believe for a second there’s no work out there”.

This is in spite of the unemployment rate being 6.3% nationally, youth unemployment sitting nationally at 14% nationally and being as high as 29.3% in outback South Australia, 26.7% in south east Tasmania and 21.3% in Cairns. This is also in spite of skills shortages in 2014 identified in specialized and professional fields as external auditor, surveyor, sonographer, phsysiotherapist, midwife, software engineer and construction estimator. The jobs listed as skills shortages are not jobs that would be likely to match young people seeking employment, or unskilled jobseekers. This means that contrary to the social discourse occurring at present, job search is a highly competitive environment and those with little to no skills or experience, or who face any barriers to employment (including sole parenting), will find securing employment very difficult.

This does not even take into account age discrimination or Indigenous unemployment, which sits at 17.2% nationally and the Government’s changes to programs that will greatly affect this group. These changes show blatant changes which target people through race, which are discriminatory as compared to other parts of Australia.

What about Sole Parents?

The blog post I researched most recently discussed the argument that ‘People on welfare should be forced to take contraception.’ Single mothers were certainly a group raised for discussion. In particular, young mothers featured prominently, as did women from certain suburbs in Australia and another prominent single mother group attacked negatively were those ‘assumed to be refugees’ or from an ethnic minority background or non-white people.

Single Parents have only had to seek employment as part of Mutual Obligation since the 2005 – 2006 Howard Budget. This has continued to be evolved by successive ALP Governments since 2007 and remains as a focus for the Abbott Government. There have been calls from ACOSS that the inclusion of single parents in mutual obligation contravenes Human Rights Obligations. I strongly agree with ACOSS, not only for the economic affects outlines, but especially for point 2, which discusses discrimination against women:

The Bill violates the rights of single parents to non-discrimination under Art 2, paragraph 2
of the ICESCR and Art 11(1)(e) of the International Covenant on the Elimination of All
Forms of Discrimination against Women (CEDAW). Since the majority of recipients are
women, they will suffer indirect gender discrimination should the Bill become law. In
addition, sole parent families, identified for special measures due to their greater
vulnerability, will suffer discrimination through the loss of these measures.

As I delved into people’s conversations on social media whilst researching my last blog post, I noticed something quite prominent and thematic with young mothers and their arguments. I was becoming increasingly aware of the amount of young women (single mothers) who felt the need to defend their space in society. These young women felt the need to list every single effort they make to work in paid work, volunteering, job search or furthering their education through study or training. Often, they would write a long list of work and study they were doing at the same time, as well as caring for their child or children.

What this is saying to me, is that young mothers and single others feel the need to ‘reaffirm’ or establish themselves in the eyes of the privileged (those not a single parent) to be deemed worthy or accepted in society. My position is difficult here as I can only view the conversation and not seek clarity or construct any dialogue with these young mothers to further develop understanding; but I feel that these young mothers feel that there are societal pressures that say that being a mother 100% of of the time is not enough as set by the standards of society and in the eyes of those who view them as ‘sole parents.’

One theme that was quite prominent was when young mothers did list the whole range work or study activities they were undertaking as well as motherhood, people congratulated them on their efforts and ‘becoming a productive citizen.’ The comments resonated that being a mother was not being a productive citizen. Raising other little good citizens is being a productive citizen in itself.

I for one second do not take away any single parent’s choice to undertake any activities to better their future for employment etc., The key word there being choice. However, I question the need that there may be mothers who feel they cannot be a mother only, due to the strong social narrative that drives this pressure, which is enabled by the Government view of single parents. Something afforded by privilege to those who have this choice in a partnered relationship. I know many may argue that even women in partnered relationships need to go to work; but if a woman strongly wanted to be at home, they have the choice, through that partnership to adapt their lifestyle, so this can be supported on one wage in many cases. The fact of the matter is single parents do not have this choice even to contemplate, as that second wage is simply not there.

Some of the privileges afforded by those in partnered relationships or single people with no children, who set to condemn single parents are thus:

  • Single parents do not have the option to share the workload.
  • Single parents often have to do more than partnered parents, as all work, child raising and decision making are their sole responsibility
  • Single parents bear the brunt of sole financial responsibility. If they get sick, there is no second wage to fall back on.
  • There are forced expectations by the Government of mutual obligation on single mothers or fathers that is not enforced onto partnered mothers or fathers.
  • There is a great social stigma still towards, particularly single mothers being a purposeful burden on the system
  • Economic burdens, not affording take away, making all food, not affording childcare, or adequate medical care, including dental as compared to middle to upper classes
  • There is a great social stigma about child spacing for single parents “they just pop another one out when the youngest turns six” Child spacing is a privilege afforded to partnered parents.
  • Single parents have more likely high instances of low self-efficacy and low self-esteem than partnered parents
  • Illness is a privilege afforded to those in partnered relationships. A single parent who falls ill still has to maintain all responsibilities
  • There are many labor market constraints for single parents, including transport, available education, flexible work hours. In some cases partnered parents may face these barriers, but they have another partner to work with to reduce these barriers.
  • Often stigma is also with the ex-wife/ex-partner that if the father is raising them, there is something wrong with the mother, but that is rarely questioned about the father
  • Fathers are often perceived as heroes and pitied for abandonment, women are scorned, slut shamed etc.,
  • In most cases the onus of blame is placed on the woman in a relationship breakdown.
  • Single mothers experience stigma with employment, housing, applying for benefits, and community assistance afforded to most partnered couples (racial and disability discrimination acknowledged)
  • Balancing custody and career. Often promotion means more work and more time away from family sole parents, both male and female risk custody if they are not seen to provide enough care an attention to the child/ren through absence to the home. This is intensified if the other parent has another new partner who can does paid work. There is little research if this is more particularly burdensome for single mothers or single fathers. Career and progression is something afforded to parents in a partnered relationship, without the risk of losing custody of their child/ren.

I will break out of the bullet points to direct attention to one that I am most passionate about. I will speak to this for mothers only. I would value input from how single fathers see this in the comments below.

Forced removal of the right to care for children.

Due to the mutual obligations forced upon single mothers by the Government, single parents have no choice but to have another person spend critical and valuable time with their child. They do not have the option that this may be the person they are in an intimate relationship with as a privilege afforded to partnered mothers who desire to return to work and have a stay at home father. Single Mothers are forced to pay strangers to spend critical and valuable time and input in the rearing of their child. Not only does this take away from critical and valuable parenting time, but places an extra financial burden on women as it cuts into money earned from employment.

This also places an additional burden on women fleeing domestic violence relationships and fleeing violent partners. It forces a woman to be engaged in employment (sometimes with no phone contact as enforced by the employer’s rules) and it creates more worry, stress and strain on a woman already experiencing heightened anxiety and concern for the safety of herself and her children.

I find this absolutely abhorrent that this choice is taken away from single parents by force, rather than by choice. It takes away one of the most important and most treasured days of a woman’s life by force.

Single Fathers

Although the majority of single parents are mothers, single fathers make up 12% of single parents in Australia. Single fathers also face particular burdens based on how society positions gender and parenting, based on the notion that only women are the natural nurturers and men are the breadwinners.

  • Single fathers are the loneliest and socially isolated of all types of household situation.
  • Single fathers are deemed incompetent by others, due to the ingrained belief that women are the natural caregivers and nurturers.
  • As per listed above, it is also unfairly assumed that the father is not the best option for care of the child, but must be by default. Society seeks to lay blame on either the mother primarily, and pities the father, but does not ever assume that this may be an amicable solution or what has been decided as a matter of choice between the former partnered parents.
  • Single fathers have generally lower self esteem and depression issues than men in other households
  • Affect on single fathers with balancing work choice, decision making, key provisions for the family, restrictions in childcare availability and shift work for many labouring / trades jobs

Gay and Lesbian single parents – there is more of a story to be told.

There is also appears to be an absence of research on single parents from a breakdown of a same sex relationship. Statistics included for single parents are inclusive of gay and lesbian parents as statistics do not specifically also target sexual preference.

There appears to be an abundance of literature on same sex parenting as a dual couple. However, the absence of literature on gay and lesbian single parents, makes for a gap in understanding the full picture of single parents and their lived experiences.

Government Responses

The Howard Government in 2005-2006 budget papers set forth the foundation for including single parents in mutual obligation. Successive ALP Governments since, have not sought to enable single parents by repealing this legislation, but have sought to tighten this legislation and provide even more restrictions and obstacles for single parents.

The Abbott Government’s response is hinged on ‘family values’ but defines this family as the predominantly white, dual parent family, with more than likely Christian values. Often classified as “The traditional family.” This is not representative of all families in Australia.

The Abbott Government has injected 20 million to “strengthen relationships and help improve personal and family well-being—it makes social and economic sense.” Because, you know single parents are a burden on society and a factor for social decline.

The Abbott Government has chosen to fund only Christian Chaplains in schools as a pastoral mechanism. Christian Chaplains would only advocate for traditional heterosexual relationships and traditional forms of family through marriage.

There is a lack of investment from the Abbott Government on Domestic Violence and funding for shelters and other programs for both women and men and an absence of understanding of the need for shelters for men who have experienced domestic violence or intimate partner violence.

There is an agenda of stigmatisation from the Abbott Government for those on welfare, adding to the layers of stigmatisation experienced by single parents, indigenous, the disabled, immigrants, people from low socioeconomic backgrounds and people in other minority groups.

Where to from here

If this blog post has resonated with others, I would encourage everyone to write to the Government and to both the ALP and the Greens to advocate to have mutual obligation as a forced measure removed from single parents and be implemented as a voluntary measure only, with no penalties.

One of the reasons behind me writing this blog post, was that I get so disheartened from reading harsh and judgemental comments from those in a position of privilege. The other reason was that I really want people to start assessing their own narrative when it comes to passing judgement of others on welfare.

The Abbott Government through their agenda of stigmatisation has really created a strong narrative to enable and encourage others to stigmatise those on welfare. If you oppose the Abbott Government, but contribute to this stigma by adding your voice, you are really supporting the Abbott Government by becoming a part of their agenda. Their agenda for stigma is strong as it paves the way for even more harsh cuts and unfair treatment of the disadvantage as the discourse becomes more widely sociably acceptable.

The forgotten poor – until we need a few bucks

Tony Abbott has vowed to lift the poor of India and China from their poverty by selling them coal. But what about poor people in Australia?

Various ministers tell us that education, health and welfare are no longer affordable. Others tell us that we have been too greedy and that the “wage explosion” and “toxic taxes” are the root of our problems. Joe Hockey assures that “a rising tide will lift all boats” while the girlinator tells us we must “live within our means” to fix “Labor’s debt and deficit disaster”.

All of this is crap of course as can easily be shown by reference to the facts.

As a percentage of GDP, Australian government spending on health is the tenth lowest of the 33 countries in the OECD database and the lowest among wealthy countries.

The 8.3% of GDP spent by the US government, for instance, is higher than the 6.4% spent by the Commonwealth and state governments in Australia.

Nor is it true that total health expenditure – government plus private spending – are unsustainable. Australia spends about 9.5% of GDP on health services; the United States spends 17.7%.

As discussed on The Conversation, the real reason for co-payments appears to be ideological – a dislike of communal sharing even when it is to alleviate the financial burden of those already disadvantaged by illness.

Australia spends 19.5% of our GDP on social welfare, whereas some European countries like France and Belgium spend upwards of 30% of their GDP on the welfare system.

Australia ranks 25th of 30 countries in the Organisation for Economic Co-operation and Development with data available in terms of expenditure for unemployment.

The largest slice of our welfare payments goes towards the age pension. According to OECD Pensions at a Glance 2013, Australia’s public spending on the age pension is much lower than pension spending in Europe.

Australia spends 3.5% of GDP on the age pension, while Italy spends 15%, France spends 14% and the United Kingdom spends 6%.

A recent OECD report stated that Australia spends slightly less on education as a percentage of GDP (5.8 per cent) than the OECD average of 6.1 per cent. Although it also found that Australia’s total spend has increased relative to GDP over recent years, up from 5.2 per cent in 2000.

And as for a wage explosion, official figures show wage growth remaining at a historic low in the September quarter. The Bureau of Statistics data shows the annual pace of wage growth remained at 2.6 per cent for the second straight quarter, as expected.

The index peaked over 4 per cent shortly before the financial crisis and has been on a downhill trajectory ever since, now running at its lowest level since the records started in 1997.

Abbott and Hockey also emphasise the need to increase productivity. What they fail to mention is that, between 2003-04 and 2012-13, capital productivity shrank 23 per cent while labour productivity increased 14 per cent. It would appear that the workers are doing the lifting while the owners of capital are very much leaning on them.

Meanwhile, the Australian Council of Social Service released a new report revealing that poverty is growing in Australia with an estimated 2.5 million people or 13.9% of all people living below the internationally accepted poverty line with 603,000 or 17.7% of all children living in poverty in Australia. Over a third (36.8%) of children in sole parent families are living in poverty.

“Most of the poverty we found is concentrated among the groups of people facing the most disadvantage and barriers to fully participating in our community. Those most likely to be in poverty are people who are unemployed (61.2%) and those in a household that relies on social security as its main source of income (40.1%), particularly on the Newstart Allowance (55.1%) or Youth Allowance (50.6%).

This finding brings into focus the sheer inadequacy of these allowance payments which fall well below the poverty line. The poverty line for a single adult is $400 per week yet the maximum rate of payment for a single person on Newstart – when Rent Assistance and other supplementary payments is added – is only $303 per week. This is $97 per week below the 50% of median income poverty line.”

Since 1996, payments for the single unemployed have fallen from 23.5% of the average wage for males to 19.5%. Furthermore, the level of Newstart for a single person has fallen from around 54% to 45% of the after-tax minimum wage. Newstart has fallen from 46% of median family income in 1996 to 36% in 2009-10 – or, from a little way below a standard relative income poverty line, to a long way below.

Before the last election, the Greens had the Parliamentary Budget Office cost an increase of $50 a week to the Newstart payment. It would cost about $1.8 billion a year. Not only would this help lift about 1 million people from poverty, it would provide stimulus to the economy as every cent would be recycled, spent on survival. It would lead to better health and education outcomes and facilitate more people finding employment. It’s much easier to look for a job if you have an address and enough to eat and a little left over to buy an outfit and get public transport there should you get an interview.

Give low-income earners more money, demand increases, creating more jobs and more profit – an upward spiral instead of the depths to which Hockey would like to send us (aside from a few polaris missiles like Gina and Twiggy).

$1.8 billion is how much we gave up by repealing the changes to the FBT requiring people to justify the business usage of their cars by keeping a logbook for three months once every five years. Abbott and Hockey would much rather protect tax avoiders than help the poor. Instead, they want the poor to carry the burden of finding the money to pay for their war games whilst delivering a surplus.

Let’s not forget, in April Tony Abbott decided to spend $12.4 billion ordering 58 more Joint Strike Fighters in addition to the 14 already on order. The first Joint Strike Fighters will arrive in Australia in 2018 and enter service in 2020.

As part of the announcement, more than $1.6 billion will be spent on new facilities at air bases in Williamtown in New South Wales and Tindal in the Northern Territory.

But a specialist in US defence strategy has questioned whether Australia’s purchase is good value for money.

If Australia wants to be able to have aircraft that can go up against what China might deploy – in way of not only its own fighters but advanced air defences in years and decades [to come] – then I think you want something… like the F-35.

[But] if you think more about your military needs being the Afghanistan-style operations, the troubled waters of the South China Sea, counter-piracy, peace operations, keeping some degree of regional calm with some turbulence in the ASEAN region but not necessarily China, then frankly it’s a debatable proposition whether the F-35 is the best bang for your buck.

“If you think that that kind of high-end threat is not realistically where you’re headed with your military requirements, then it’s more of a debatable proposition.

In August, defence minister David Johnstone announced:

HUNDREDS of millions of dollars will be spent bolstering the RAAF’s fleet – and the prime minister is in line for a new long-range jet, promising uninterrupted global travel.

The government plan – scheduled to be delivered as part of next year’s Defence White Paper – includes the purchase of up to four new aircraft: an additional two Airbus tanker-transport planes and one or two Boeing C-17 heavy lift aircraft.

One of the Airbus KC-30A multi-role tanker transports would be converted to a VIP configuration and would service the prime minister’s international travel needs.

It would carry the PM’s entourage and the travelling media pack, who are currently forced on to commercial planes as the government’s existing Boeing 737 BBJs are too small.

Since handing down its budget in May, the Government has given national security agencies an extra $630 million over four years.

The Government has also estimated that the military deployment to the Middle East will cost about $500 million per year.

Then we have submarines and unmanned drones and patrol boats and more – a seemingly endless display of military hardware – but we ask our defence personnel to take a pay cut.

I await Joe Hockey’s MYEFO with a sense of anticipation and trepidation. Will the poor be asked to shoulder more of the burden or will Joe admit where the big bucks are to be found and have the guts to go after them?

The 2014 budget omitted the table of adjusted family outcomes that had been in every previous budget since 2005. The analysis was done by treasury and available for inclusion but that it was not there indicates it was deliberately omitted. The figures went to Cabinet, so they were fully aware of the allegedly inequitable outcomes. Was it omitted for political reasons? The Coalition and its budget already have a problem with the public believing (and increasingly, and justifiably so) that it is unfair. Long-term observers have held the suspicion that the Coalition governs for its mates, the well-to-do, the elite, the born-to-rule set, and nothing in the budget, nor the Coalition’s rhetoric and off-budget policies since, have given cause to doubt this. For just a few examples, consider:

  • University FEE-HELP changes to impact disproportionately on poor graduates
  • A permanent hit to pensions and welfare vs. a short-term levy for the rich
  • The $7/visit co-payment for GP visits (the well-to-do might complain over a copayment but it is the poor who will simply stop going.) This might also reduce rates of vaccination in Australia, putting the whole country at greater risk.

The perception that the budget is unfair is widespread and even having an effect on business support for the Coalition’s policies. Could the Coalition cope with further documents showing that the poor would pay disproportionately for the Coalition’s fictitious “budget repair process”, and that the Coalition knew about it and went ahead anyway?

Fairfax and other outlets have sought this information, and failed to receive it. Accordingly they and other analysts have done their own sums on the basis of published figures. The analysis confirms that the poor will be harder-hit than the wealthy.

Joe Hockey has been up in arms about Fairfax publishing this analysis. “It doesn’t tell the whole story,” he says. “It doesn’t reflect the fact that the rich pay more tax, and that the taxes of the average wealthy person pay the social support for an average four recipients of welfare.” Fairfax’s reporting “failed to take account of the higher rate of income tax already paid by higher-income households”. “Fairfax reporting has been malevolent,” he says.

Let’s pause for a moment and consider Hockey’s reported statements on the issue of equality, tax and welfare.

What does this say about Joe Hockey’s fundamental concept of social welfare? In a nutshell, it suggests that he is either beholden to, or at least panders to, selfishness. In Hockey’s world, it is portrayed as a bad thing that people with resources assist those without. This is a profoundly anti-charitable approach.

Our society has put in place progressive tax systems, effective social welfare structures and a range of subsidies, payments and tax breaks in an ongoing and long-term attempt to find a comfortable middle ground, where the privileged can continue to prosper whilst the downtrodden are assisted to keep their heads above water. Obviously Mr Hockey, and the Coalition, believe that the middle ground has trended too far in one direction. The problem is that society as a whole does not appear to agree with them.

Of course higher income households pay more tax. That’s the whole point of a progressive tax system. To argue that it’s justified to penalise low income workers more because they pay less tax is an attack on the very principle of the sliding scale. That’s an ideological position and it’s a valid choice, but it should be understood as such. Penalising more or less on the basis of tax rates entails an effective change in those rates. In other words, arguing that you can implement changes that hurt the poor more than the rich because the rich already pay more tax, is effectively arguing for a tax cut for the rich, or an extra tax for the poor, depending on how you want to look at it, and it is in no way an equitable outcome.

Let’s take a step backwards and approach this differently. Assume that every Australian is going to pay the maximum $844/pa as a result of the 2014 budget. Now you start handing some of that money back in concessions. $50 to this group, $100 to that, $327 to the top bracket. Why do you do this? Because they’re already paying a lot of tax. You are levelling the playing ground. You are moving closer to a situation where everyone pays the same amount of tax. This is the opposite of a progressive tax system.

Malevolent: adj. “Wishing evil or harm to another or others.” With his 2014 budget, Mr Hockey is seeking to specifically do harm to those who belong to a different socioeconomic class than himself. Now who’s being malevolent?

Yes, Mr Hockey, the 2014 budget is indeed unfair. It does increase inequity. You’ve known it since well before the budget was announced. And the way you’re talking about it, and responding to the questions about its unfairness, seems to indicate that the unfairness is quite deliberate. I’m not entirely sure that’s the message you were trying to achieve.

Fun With Numbers And Why Welfare Should Only Go To The Deserving

“This year the Australian government will spend on average over $6,000 on welfare for every man, woman and child in the country. Given that only around 45 per cent of the population pays income tax, the average taxpayer must pay more than twice this amount in tax to fund welfare expenditure.

“In other words, the average working Australian, be they a cleaner, a plumber or a teacher, is working over one month full-time each year just to pay for the welfare of another Australian. Is this fair?”

A few weeks ago, I struggled to work out what on earth Joe meant by this. There are so many strange calculations in this that I suspect he was hoping that we just didn’t think about it and got angry at those people who are getting welfare.

Except that, apparently, the Australian government is spending $6,000 on every man, woman and child. Of course, this is an average. So I – as a taxpayer – am very angry that I’m not getting my $6,000 and it’s going to some lucky bastard whose got no job and gets to watch daytime TV in between surfing at Bondi while playing video games on their iPod.

And, as Joe pointed out – I’m working a month a year just to pay for the welfare of another Australian. And yes, it’s not fair. So I decided not to think about it and get angry. Can this person come and do my job for that month? That would be fair.

When I suggested to an unemployed teacher that they could come and work instead of me, they were quite enthusiastic until I pointed out that they wouldn’t be paid – it was just to make it fairer because, after all, I’m working that month to pay for their welfare.

But even though I couldn’t convince somebody to work for nothing, I decided that Joe’s idea of telling us how long we’re working to pay for things was a good idea.

Taking average weekly earnings at approximately $1437 for a full time employer and multiplying this by 52, this means that the average taxpayer is paying approximately $12467 in tax each year.

So, the average taxpayer is working for 37 years to pay for the grant to build the Science Wing at the elite private school down the road.

The average taxpayer is working for 402 years to pay for the PM’s grant to Manly to build a new grandstand.

And finally, the average taxpayer is working for a million years in order to pay for the jets we intend to buy. Although this one makes me angry because if we have to work for this long the retirement age will have rise again, and, like the unemployed, these planes don’t work! Sorry, I forgot the money for this had been set aside, so it’s really no cost at all.

With commitments like these, I can see how I can’t possible spend a month working to support someone on welfare.

The Grey Army

Young people starting out in life are a great resource for our future. Investing in them, giving them a helping hand to get started, is the responsibility and obligation of this generation. We must nurture them while they learn not only skills for employment, but life skills. When they fall, we must help them get up, dust themselves off, and help direct them on a better path. We must give them hope and reinforce that opportunities are available – help them to prepare for and recognise them and take advantage when they come around. They must have choices. The social and productivity benefits of this are obvious.

Cutting funding for the Gonski reforms, closing trades training centres, removing the tool allowance, saddling students with huge debts, cutting off the dole for 6 months a year, compulsory work for the dole, defunding youth advocacy groups and employment assistance programs – none of these measures seem to meet our obligation to our young people. They have been given an ultimatum -“EARN OR LEARN” – but many crucial programs that would assist them in doing this have been abolished.

We are offering them the Green Army or the Gap Year Real Army or find someone to support you for 6 months and get good at taking rejection.

At the same time, we are raising the pension age to 70, indexed to prices rather than wages so progressively diminishing comparatively, driving more people into poverty in the future.

Because less than half of the population between 55 and 64 has any kind of paid job, and only 30 per cent has full-time work, we are also offering $10,000 to employers to take on an over-50 employee. At the moment 400,000 fit and willing Australians over the age of 55 can’t get work.

I understand their stated reasons for doing these things, I just don’t think they have really thought it through or examined repercussions or alternatives. They have also exaggerated/lied about projections (quel supris), at odds with the ABS, which may add another reason why funding to our national bureau of statistics has been slashed.

Hockey said that the number of Australians between 65 and 84 would “quadruple” by 2050 but on the ABS’s high-growth projection (they do high, middle and low) there will be 2½ times as many people in this age group by 2050 than there were in 2010.

Hockey said “the percentage of people of working age supporting those over 65 will almost halve”. Using ABS projections, the proportion of people “of working age” (defined by the statistician as 15 to 64) was about 67 per cent of the population in 2010 and will be 63 per cent in 2050. (This figure is based on the ABS’s middle projections.)

Hockey predicted that only 37 per cent of the population would be of working age in 2050, yet the best available estimates from the ABS show it is in fact is between 61 and 63 per cent. Even if age-employment ratios stay as they are now, if productivity keeps rising at its present rate, average wages will rise by 56 per cent over that time. So those in full-time employment will be better able to provide support and services to the rest of the community.

Increasing the pension age to 70 will see a large increase in the number of people on the disability pension. A higher proportion of people aged 65-69 will have a disability compared to those aged 60-64. It would also give us the oldest retirement age in the world. Several countries have moved to 67 as Kevin Rudd suggested, the UK is going to 68, but 70 is pushing it too far.

It is also inequitable. Indigenous Australians have a much lower life expectancy than non-indigenous Australians. Males 67.2 years and 78.7 years respectively, Females 72.9 years and 82.6 years respectively (ABS 2005-07). The majority of Indigenous people would not make it to pension age at all unless we can close the gap. People from lower socio-economic strata also tend to have a lower life expectancy, as do remote rural areas compared to urban living.

Australia currently has the fourth-lowest level of public pension spending of any OECD country and is projected by 2050 to have the third-lowest level of pension spending. Where Australia is unusual is that it has by far the highest level of tax concessions for private pensions in the OECD, at four times the OECD average.

An increase in the pension age reduces the pension wealth of lower-income groups proportionately more than it reduces the pension wealth of higher-income groups. It favours the wealthy who are able to invest in superannuation. Under current regulations, they can start drawing on this at age 60, get very large annual incomes paying far less taxation than workers on similar incomes, perhaps invest in a new family home, which will not be considered an asset should they find themselves eligible for a part pension when they hit 70 which, because they live longer, will be an expense on the public purse for longer.

As it will not come fully into effect until 2032 it also does nothing to help the current budget deficit. On its own, it will not do much to help with future deficits as tax concessions for superannuation are set to outstrip it in a few years’ time. Many complementary policies will need to be considered, including a requirement that superannuation be taken in the form of lifetime annuities to ease the pressure on age pensions. Affordable long-term care would also appear to be essential in preparing for population ageing, possibly through some form of long- term care insurance.

As with young people, this should be about choice and utilising a valuable resource, rather than viewing both our young and our old as a welfare burden due to some number on a piece of paper. Older people should have the option of working and flexibility in their employment to allow for carer’s responsibilities for elderly parents, disabled spouses, or grandchildren. They should not be in competition with young people, fighting over a dwindling pool of jobs. Their experience, expertise, knowledge and service should be recognised, celebrated, and used in more creative ways.

Currently much volunteer work is done by retired people. Upping the retirement age to 70 would see us lose some of that vital workforce. Rather than a Green Army, we could have a Grey Army of volunteers who could transition to retirement or supplement their pension or superannuation with volunteer work that attracted some remuneration or concessions. This work is often more attractive to older people who may be more suited to it and they could mentor younger people who may be interested in joining them.

Defunding Landcare and then tendering out the Green Army to private service providers (who collect a handsome fee for their free workforce with no workplace entitlements) is a decision that continues to baffle me. They were such an obvious meld, dedicated passionate people teaching the young to value their environment and using their labour in meaningful ways.

Young people could teach older people how to use modern technology like computers and mobile phones and even remote controls. This would vastly enhance the lives of elderly people and foster mutual respect rather than disdain or antagonism.

Obviously, the best solution would be to create more jobs and to close a few tax loopholes rather than forcing people into poverty, and to accept that there will always be some people who need our help, and always a small minority who will abuse our help. Dealing with that small minority should not dictate social policy.

Our children and our aged have every right to expect our help and support and we have an obligation to continue to protect a society that sees this as an investment rather than a handout.

“We will decide what rights you have, and the circumstances under which you have them.”

Treasurer Joe Hockey has bluntly warned Australians that the days of governments saving businesses and jobs had passed, telling them, ”the age of entitlement is over, and the age of personal responsibility has begun”.

So I guess, he’s also talking about this:

Agriculture Minister Barnaby Joyce billed taxpayers more than $4600 for ”official business” travel to attend rugby league games, including the 2012 State of Origin. The revelations come as the Abbott government hinted it will tighten rules on politicians’ entitlements.

Mr Joyce, who was given free tickets to watch the 2012 State of Origin and NRL finals in corporate boxes, claimed flights to Sydney, Comcars and overnight ”travel allowance”, costing taxpayers $4615. His spokeswoman told Fairfax Media that attending the matches was legitimate ”official business”.

But what exactly does Hockey mean by the “age of entitlement”? In the lead-up to the election, he used to refer to what he called “middle class welfare”. And, of course, those people on the dole need to forget any ideas of entitlement.

So, basically the Government’s subtext seems to be: We don’t owe you anything – get over it!

And in the debates about company bail-outs, middle-class welfare and work-for-the-dole schemes that message might be lost. Yes, we’ve been told over and over again how the Liberals believe in “small government” but like so many words that are used we often overlook their actual meaning. Does small government mean reducing the number of MPs or reducing their staff and entitlements? Of course not, just the number of public servants, because public servants are just a burden. You want to speak to a public servant? The Age of Entitlement is over! I mean, trying ringing Centrelink, they don’t even answer the phone, so who’s going to notice that there are less?

But let’s just remind ourselves of what words mean because, as I said before, when we hear them over and over they can lose their meaning.

Entitlement: the fact of having a right to something

So, is Joe Hockey saying that the age of having a right to something is over?

Ok, maybe I’m just being tricky with language by pointing out the actual definition of what he’s saying. Maybe we shouldn’t presume that Hockey means what he’s saying. After all, that’d be rather unusual for a Minister in the Abbott government. (Although one of their backbenchers, Sharman Stone was rather forthright.)

But it’s also the concept of corporate and middle-class welfare that probably needs to be questioned. Again, consulting the dictionary:

Welfare

  1. the health, happiness, and fortunes of a person or group.
  2. statutory procedure or social effort designed to promote the basic physical and material well-being of people in need.

When we talk about middle-class welfare, then we’re clearly either using the first definition, or we’re using an oxymoron. As I don’t think that many in or out of government wish to eliminate or reduce the health, happiness and fortunes of the middle class, let’s presume that it’s the second definition of welfare that we’re talking about. Therefore, if it’s the provision of the basic needs of people, then it can’t be given to those who have already provided these for themselves.

So, if we assume when people talk about middle-class welfare that they’re not talking about “welfare” at all, the use of the phrase suddenly becomes loaded. It implies that these people should not be receiving whatever handout, money, subsidy, tax relief being discussed, because it’s not welfare. We’re already being encouraged to think of it as government largesse and extravagant.

Economics is all about making decisions, of course, and all governments have a right to decide how money is spent. However, providing “welfare” is not the only role for a government in deciding who receives what.

When the government announced that it wouldn’t be supporting Holden or SPC-Ardmona, they were making a decision that has consequences. I’m quite prepared to have a discussion about whether it’s the right or wrong thing, but a decision like that can’t be defended with a glib, “the age of entitlement is over”. (With this government, I suspect that the age of reason is also over).

Similarly, just because a person is not on skid row is no reason to argue that they shouldn’t receive any assistance from the government for anything ever. We all pay taxes in some form or other – even if only the GST on what we purchase – and we have a right to expect something back. An entitlement, if you like. And as I said, who gets what and when they get it, is something that needs to be decided by government. Will the money be spent on a non-means tested baby bonus, or would the money be better used building another freeway or supporting the opera? Different people will have different priorities and will see some things as a waste. Whatever, people are entitled to expect that the government will be giving something back in return for our taxes. It’s a large part of what election campaigns are about. You know, that time when politicians sympathise about the cost of living pressures for working families.

Don’t expect anything from us is Joe’s message. Personal responsibility, he says. You’re not ‘entitled’ – unless we say that you are! And that includes what information we think that you should know and the broadband speed at which you know it.

And, by the way, if you’re earning less than $80,000, you’re paid too much!

The government that doesn’t want to govern

On 1 October, the Affordable Health Care Act comes into force in the United States. It has split the US down the middle – by some polls, over half of the population hates the Act. Detractors call it “Obamacare” as if to identify it with a single person is to devalue the raft of policy and the nation-changing effects it will have. Republicans, quite simply, hate it outright.

I recently requested clarification from a right-wing, evangelical Christian blog as to why, if the Act is of so much benefit to the poor and downtrodden of America, the right oppose it.

I received in response a bullet list of seven reasons “Obamacare” is a disaster for America. Of these seven objections, one is a moral statement: the argument that some aspects of the law don’t suit all people, but will apply to all people. The argument was made that funding for abortions may be made available through the Act. This is highly arguable, at least in the law as enacted, but fair enough; this seems like a valid objection.

It is entirely legitimate to oppose legislation on the basis of disagreement with the moral outcomes. Two of the objections question the effectiveness of the legislation. Similar to the Australian Coalition flatly stating that Labor, even when in possession of a good idea, cannot turn it into effective action, opponents of the AHCA point to other countries with national healthcare systems and claim that they’re not perfect.

They argue that such systems will be open to abuse, rorting and fraud. You could argue that all systems are open to abuse, rorting and fraud and that this is a good reason to refine the legislation to progressively remove these opportunities; however, it’s not an entirely invalid objection.

And three of the objections boil down to the basic assertion: “We can’t afford it”. The policy will cost the US government, and thus the taxpayer. The US is already debt-ridden. The government ought to concentrate on paying down debt before engaging in further expenditure. Fair enough. That does seem a valid, and eerily familiar, objection. Except…

“We can’t afford it” has become a catch-cry of conservatives the world over. The Affordable Healthcare Act? Can’t afford it. National Broadband Network? Can’t afford it. Public servants? Can’t afford them. Social support and welfare? Can’t afford them.

Government is a case of competing priorities. All governments work within limitations of resources, in terms of finance and political goodwill and legislative time and personnel; every potential advance in society which government needs to enact comes at the expense of other needs. To evaluate whether “can’t afford it” is ever a valid objection to policy advances, let us take a step back and examine what it is that we have a government for.

The human species is gregarious by nature. Since the formation of the first agrarian communities, we have instituted some kind of authority structure. All governments throughout history have entailed a personage, or group of personages, to which the people voluntarily surrender power and authority. The people sacrifice their autonomy, their time, and their taxes, for the sake of the benefit of the whole.

For many centuries, the fundamental purpose of government was law and order, and peace/protection from invasion. In other words, government’s areas of responsibility went no further than setting the legislature and maintaining a standing army which, in addition to its function of protecting the people against hostility from outside, also enforced the law.

Some empires also dabbled in infrastructure. The ancient empire of Rome is famous for its network of roads; after the fall of the Roman empire, significant expenditure on roads would not be seen again in Europe until the 1800s. Rome also built aqueducts to service its wealthy citizens. The Roman empire was centuries ahead of its time, but in modern society, we expect governments to spend some resources on infrastructure. Roads, water, sewerage, power, telecommunications – these things that modern society relies upon are part of the bread and butter of modern government.

Governments of old, however progressive in their approach to infrastructure and law and defense, had no interest in some of the areas we currently consider to be expected parts of civilisation. Rome implemented a “corn dole” for citizens too poor to buy food; the Song dynasty in China (circa 1000 AD) managed a range of progressive welfare programs. Apart from a few stand-out examples such as these, however, social support was nonexistent.

Modern-day welfare came into being in the 19th and 20th centuries. We now consider a certain level of unemployment benefit, disability benefit, aged care benefit, etc. to be a reasonable imposition on society. Before the 1900s, the unemployed and the aged (and unmarried women) were the responsibility of their families, not of society as a whole.

It wasn’t until the 1700s that history saw the first public, secular hospitals being created. Prior to this, health care would have been taken care of by organisations other than government; primarily, in Europe, by the Church and the monasteries. Education is a similar story. Before the emergence of universal education for the populace – as early as the 1700s in some parts of Europe, but not widespread until the 19th century AD – education was reserved for the elite and provided by the churches.

It is important to note that for all of this time, the churches and other bodies responsible for providing these services – education, health care, welfare – were accepted and fundamental parts of society, and society contributed to them regularly and generously. Everybody gave alms to the churches. The monasteries were at the center of landholdings in their own rights and levied taxes upon their surrounds. In a way, these organisations were analogous to government – they received support from society as a whole, and in return, they provided certain necessary services.

In the modern world, the social bodies that would have been responsible for education and healthcare are declining or have died. Catholic schools and hospitals still exist, but not to the extent required to support our population. For the past 200 years governments have taken on these responsibilities, as the world gave way to secular sympathies, and governments took on these responsibilities as key determinants of national progress and success. A healthy, educated populace was the key to national prosperity.

Which brings us to the present. In 2013 we have conservative groups and political parties wanting the government to get out of the way while the market takes care of these things. On infrastructure – for example, the NBN – let it be driven by market forces. Environmental action, likewise: rather than a carbon tax operated by the government, a “direct action” policy will find the emissions abatements efforts that already exist and support them, rather than mandating change from the outside.

We have Republicans and Liberals wanting the government to get out of the business of mandating healthcare because it ought to be driven by market forces. We have governments of all persuasions pursuing privatisation and outsourcing of previously fundamental responsibilities in the name of efficiency and cost-effectiveness. And we have governments preferring to return the community its taxes in the form of tax cuts (to individuals; to business) and infrastructure spending. All of this comes with a wave of the hand and a “we can’t afford [whatever]”.

But can the government really abrogate its responsibilities in these areas? Without other bodies or structures to take on these responsibilities, it’s not ethical to stop providing them. So can the free market be relied upon to do this?

Money to pay for education, fire services, health, broadband, has to come from somewhere. The social structures – primarily church – which previously might have supported these things no longer have the resources or the popular support to be able to take up the slack. Charities around the country are crying out for support and berating the government for not providing enough basic resources/support; something has to give. In this environment, the idea of “small government” doesn’t make sense.

The government has to be big enough to do the things that the monasteries aren’t around to do anymore.

The Republican right in the US and the Lib-Nats in Australia run on a platform of “individual empowerment”. With the exception of a few big-ticket items, where they have specific, active policies – policies towards boat people come to mind – the Coalition’s ideology is to get out of the way, reduce government’s interference in society, reduce the tax burden on individuals and corporations, and let the free market have its way. It believes that everyone will benefit if there are lower taxes and more money moving.

Let’s put aside for a moment the fact that trickle-down economics doesn’t work. Even in some fictional world where successful humans were altruistic enough to plough their profits back into providing more employment and more productivity, rather than squirreling away the proceeds as profit, we still need these other functions to happen.

And these other functions – hospitals, schools, heavy rail, telecommunications infrastructure – don’t happen at the behest of successful capitalists. They happen because the community needs them and the community as a whole will pay for them.

Individualism is what you have when you don’t have strong governments. Individual empowerment is what you get when the strong ride roughshod over the weak.

Now we seem to be on the verge of voting in a Coalition government which will be forced to cut back on all sorts of areas of service provision and expenditure if it is to meet its overriding goal of bringing the budget back to surplus.

A government whose budget figures and estimates we’ve not been allowed to see, which is promising to repeal several sources of revenue and increase expenditure in several areas, whilst not increasing taxes. Something has to give. It seems certain that “We can’t afford it” will come into force after the election in a big way.

“We can’t afford that” is never a valid excuse. That’s what government is for: to find a way to be able to afford the basic things we need our government for. If that involves raising taxes in an equitable manner, then that’s what you do – it’s exactly why we pay taxes in the first place.

If it involves an imposition on businesses to achieve an end that the community desires – for example, a carbon tax – then that is why we have a government. The whole purpose of government is to place impositions on the strong to benefit the weak and to regulate the individual to offer benefits to the whole.

A government that doesn’t want to do these things is not governing.

A government that doesn’t want to provide these things is a government that doesn’t want to govern.

Welfare is a right for those who need it

This has been a black week for those on welfare in Britain. We can’t let the same thing happen in Australia.

The British Conservative government is demolishing the welfare state, brick by brick. A series of changes, scarcely reported here, make it even harder for people who are poor, unemployed or have a disability. They include a bedroom tax – I kid you not – that public housing tenants have to pay if they have a spare room. Many will be forced out of houses they have lived in for years. There’s an arbitrary cap on benefits, reduction of the Council tax benefit and a host of other cuts like no legal aid for civil cases – you can read more of the details here. And by the way, there’s a tax cut for the rich. As far as I know, none of these specific changes figured in the Conservative’s election campaign. The policies are accompanied by flagrant attacks in the mainstream media on people living on welfare; apparently welfare is to blame for the horrific death of six children at the hands of their father. Welfare is a ‘lifestyle choice’, according to the Daily Mail.

What we see here is the almost inevitable result of neo-liberal ideology at work. You can’t tax the rich – indeed they need tax cuts – because they are supposed to be creating the wealth which pays for the safety net for the poor whom the system (inevitably) disadvantages. Only they aren’t creating wealth – there’s a recession. So there’s a vicious circle, with less revenue to pay for the safety net, which is increasingly expensive, and less and less affordable … unless you tax the rich, which is ruled out by definition.

One of the saddest features of this debacle is that the British Labour Party doesn’t seem willing or able to oppose these cruel changes. Guardian journalist George Monbiot describes the Labour Party’s position as ‘low-alcohol conservatism’, a hangover from the ineffective ‘third way’ policies of Tony Blair, who also wanted to relieve the state of its duty to minimise inequality, and promoted ‘personal responsibility’. The economy is in recession, but it’s still your fault if you can’t find a job.

Monbiot suggests that too many people in Britain still suffer from feelings of deference. He says:

‘They lived in great and justified fear of authority, and the fear has persisted, passed down across the five or six generations that separate us and reinforced now by renewed insecurity, snowballing inequality, partisan policing.’

The only antidote he sees is hope, engendered by ‘the power of a transformative idea’ that can change the way people think about equality and inequality. He suggests a ‘basic income’, paid for by a ‘land value tax’.

These ideas may have merit. But here in Australia, we don’t need them. I don’t want to get into a debate about national character, but I don’t think Monbiot’s characterisation of the British as still somehow accepting the rightness of inequality or feeling powerless to oppose it, applies here. We have a strong belief that more equality of opportunity is better than less, though this belief shouldn’t be taken for granted. Certainly the anti-welfare messages all too frequently espoused by the mainstream media probably do have an effect – welfare cheats, lazy unemployed, and shirkers claiming disability are core business for programs like A Current Affair. But while trust in governments’ ability to improve people’s circumstances has declined, people still look to them for assistance when things go wrong. The conservative ‘big government is the problem’ mantra doesn’t work terribly well here.

And surely our Labor Party is not the spineless body that British Labour seems to have become. Yes, it did undertake a massive retreat from government ownership of public enterprises. Yes, there are – and should be – debates about how to avoid welfare traps. But it has never retreated from the associated need to provide a proper safety net. So at least in theory, we have a culture that approves of a society with greater rather than less equality, and a party in government that still espouses more equal sharing of wealth. Polls continue to show the voters want the ALP to represent workers and traditional Labour values. Essential Polling concludes that

‘Labor’s woes aren’t due to pitting the classes against each other, but rather a failure to fulfil their mandate to represent working people’.

What better narrative does the ALP need? It’s time to be bold. No more nonsense about struggling on $250,000. You can look at the real situation here. Forget about the accusations of ‘class war’. The only class war in Australia is of the rich vested interests versus the poor and weak. Welfare is a right for those who need it. The measure of their need is the level of their inequality. This is the simple message the ALP needs to shout from the rooftops. (After all, the mainstream media won’t publish it.)

And I fear they are going to need to shout it. Should the LNP win the election in September, they will be faced with a version of what the Conservatives have in Britain – declining revenue and growing welfare costs as the population ages. And their solution will be the same. Australia may not be in recession, but the Liberal mantra of balancing the budget, alongside their many expensive commitments to middle class welfare will mean they will cut spending in other welfare areas, no doubt playing the dole bludger card as they have in the past. But don’t expect to see any of this before the election; this is what we can expect from the post budget audit commission. ‘Labor’s budget black hole’. It’s all so predictable.

Where Monbiot is certainly right is in calling on hope as a motive force to oppose such attacks on the poorest and most vulnerable. Labor in Australia must never be ‘Liberal Lite’. It must reassert its traditional left of centre values.
