A Personal Experience: Apprenticeship at Ipswich Railway Workshops

In the late 20th century, I began my career as an apprentice at the Ipswich Railway Workshops in Queensland. This government-run facility was more than just a workplace; it was a cradle of craftsmanship and learning. Each year, the workshop employed about 200 new apprentices, all eager to learn and contribute.

Dedicated Training Facility: The Ipswich Workshops had a dedicated TAFE school on the premises, ensuring that apprentices received both theoretical education and practical experience without leaving the site.

Master Craftsmen as Mentors: The tradesmen were not just workers; they were craftsmen who took immense pride in their work. They went out of their way to pass on their knowledge, ensuring that we, the apprentices, learned the intricacies of our trades.

Exceptional Training Quality: The training was second to none. The comprehensive curriculum and hands-on experience equipped us with skills that have remained invaluable throughout our careers.

However, the closure of the Ipswich Railway Workshops marked the end of an era. The workshops ceased operations as a railway maintenance facility in 1995 due to government restructuring and cost-cutting measures influenced by neoliberal policies.

This closure not only displaced about 3000 skilled workers but also dismantled a pivotal training ground for future tradespeople. The site has since been repurposed as the Workshops Rail Museum, a testament to its historical significance but a stark reminder of lost opportunities in workforce development.

    Excellent article and absolutely correct. My experience was similar except that I joined the department of main roads NSW as a junior draftsman. Abbatoirs also had apprentice training programmes. Thatcher and Reagan and all that followed them gradually degraded that system until it now no longer exists.
    The role of government is to provide required basic services at cost…energy, transport, manpower etc the Thatcherite union busting ‘hands off’ approach has unpicked what was successful for the post WW2 economy up until the 70’s and for purely ideological reasons. Industry continues to grumble about costs when basics should be government provided, gas is a case in point where we pay the same price as the countries we export our resource to, and the resource extraction companies make huge profit and pay little tax or resource rent. We need to rebuild our middle class as Kamala Harris plans to do in the USA

    Fair analysis and one would not dismiss ‘neo liberalism’ (whatever that means?), especially the Deep South ‘Kochonomics’ of social Darwinism promoted by their bros at IPA, CIS etc. informing RW MSM and LNP.

    Related and the more significant is demographic decline in the permanent population after boomers and GenX due to fertility falling below replacement generations ago; evidenced by increasing old age dependency ratios (retirees/working age).

    This dynamic is ignored and misunderstood as our RW white Christian nationalist media has been dog whistling so called ‘high immigration’ when it’s neither high nor formal permanent (skilled) migration?

    However, temporary resident border churn is dominated by international students on temporary visas; since 2007 they have been mislabelled as ‘immigrants’ with many others counted into the population by expansion of the NOM net OS border movements to 12/16+ months -> leads to troughs and spikes eg. Covid border closures then post Covid catch up.

    Whole dynamic has been egregiously ignored by our RW ‘medium’ as it’s retains the right to dog whistle the ‘other’ for the gratification of white Christian nationalists and deflect from substantive issues around fossil fuels and transition to renewables (like the nuclear nothing burger) by unfortunately appealing to the sentiments of too many (mostly) skip Australians.

    Yeah, excellent and comprehensive article Denis.

    It’s certainly reflective of my experience, some of which I commented on earlier today in the AIMN article Campus Life Killers.

    In my sphere of high level construction management (especially civil), analysis and valuation, certainly the early PPPs had many bones in them, and lead to outcomes that could be said to be ” …socialising losses while privatising gains …”. However, over the last 15 or so years, the models and specificities of such projects and the nature of effective and efficient contracting has come a long way. And properly, much time is spent up front testing for the best model of the many different forms of alliance available today. And to that extent most now are successful.

    Brainstrusts can use modelling projections to predict the likelihood of the many variables driving negative outcomes, and design into the form of contracting up-front, if:then contingencies. That is not to say that in this labile world, the unexpected can surge.

    More and more, the private sector, particularly the beasts of private equity are aware that they are extremely limited in their ability to create projects without initiation by govt, and collaboration with its sovereign strengths.

    The current govt is doing well to implement clever models to leverage private equity / services whilst maintaining the appropriate levers to ensure rapid deployment, efficient and effective (transitional) developments to benefit the Oz populace.

    So many other things need to be done at the same time to keep that ball rolling.

    There was a time not too far distant when Labor Governments realistically supported apprenticeship training for the construction industry. Neocapitalism (starting with John Howard) eviscerated technical colleges and trade training schools as a means of destroying future growth in Trade Unions. Now we hear plaintive pleas to source “tradies” from overseas where training, particularly in construction safety, is sub-standard and the quality of workmanship leaves much to be desired. It is all part of the reduction of our society to a mundane level where merit is no longer required.

    Hi Clakka, I could not agree more with you comment about “Campus Life Killers”. My last year at university in 2003 saw the resignation of many of our excellent lecturers. They believed that the university has transitioned from a place of learning to just bums on seats and they wanted nothing to do with it.

    In my time there, the university cut out night lectures. Part-time students had to watch recordings of the lectures in the library and the tutorials went from small groups to large. Everything turned into making as much profit as possible.
